Masik Shivaratri falls on Krishna Chaturdashi, the fourteenth night of the waning Moon, every month. It is the monthly echo of Mahashivratri, the great night of Shiva.

The night, especially around Nishith Kaal near midnight, is traditionally used for japa, meditation and quiet worship. Devotees chant Om Namah Shivaya, offer water to a Shivalinga or simply sit in stillness.
You do not need to stay awake all night. A single unhurried round of the mantra after dark carries the spirit of the day.
A fast is optional. Skip if pregnant, unwell, diabetic or on medication; a light sattvic meal is a complete observance too.
